Abstract

In light of the significant development in the field of electronic technology, the world has witnessed in recent decades a radical shift in the international balance of power as a result of the significant and accelerating changes in the field of electronic communications and artificial intelligence. Artificial intelligence technologies have transcended the boundaries of purely technical uses to become strategic actors with profound geopolitical dimensions. The conflict between major powers is no longer limited to traditional military or economic fields. Rather, competition for supremacy in the field of artificial intelligence has become a decisive factor in shaping the maps of influence, controlling the outcomes of the international system, and creating a system of dependency.

Amidst the dictates of reality and geopolitical realities, artificial intelligence has become one of the most prominent manifestations of "technological dependency," employed as a tool of pressure in international relations on the one hand, and a tool of strategic control on the other. Given that some countries seek to monopolize knowledge in general and the sources of advanced technology and artificial intelligence in particular, linking countries and subjecting developing countries to systems of digital dominance and controlling the flow of data and vital supply chains. Artificial intelligence also represents a key element in developing offensive and defensive cyber capabilities, redefining the concept of "unconventional warfare" and targeted media campaigns
