Artificial intelligence and political decision-making: From a technological tool to an actor in international relations

Abstract

This research addresses the topic of artificial intelligence and political decision-making, focusing on its transformation from a mere technical tool into an influential actor in international relations. The study examines the impact of artificial intelligence on the political decision-making process in terms of speed, accuracy, and human–machine interaction, while highlighting risks associated with algorithmic biases, system failures, and lack of transparency. It also discusses the implications of these transformations on strategic stability and international balances, particularly in matters of nuclear deterrence, digital diplomacy, and the use of artificial intelligence in misinformation and cyberattacks. The study concludes that artificial intelligence is no longer merely a tool but has become a significant factor shaping international policies, necessitating the development of global governance frameworks to ensure safe and responsible use while keeping humans at the center of decision-making.
